Be a national of a State or a State of the Gulf Cooperation Council or resident with valid residence in the State
Be able to participate in voluntary programmes
Good conduct and conduct
At least 18 years of age and not more than 50 years of age
Having a scientific qualification no less than a public high school
He or she shall have a licence to engage in the profession in respect of the jurisdiction of the State if he or she so requires.
